Situation

Terrorist organizations are becoming increasingly sophisticated in their use of digital media and audiovisual content as a strategic tool for a wide variety of purposes.

In particular, audiovisual content is an extremely effective media for propaganda and indoctrinating new converts into a terrorist organization's ideology, since it has the ability to engage the heart as well as the mind.

Audiovisual content is also an extremely effective media for a whole host of training, such as explosives manufacturing, explosives deployment, weapons training, and military tactics.

During a raid on a terrorist cell or compound, armed forces encounter highly strategic digital media and audiovisual assets, but it is extremely difficult to rapidly to index and organize this content and make it accessible to an intelligence community.

The consequences of not rapidly exploiting the intelligence in these acquired assets can be disastrous for national security and military initiatives against terrorist organizations.

Time is of the essence, and military and intelligence agencies must be able to rapidly exploit the wealth of information and knowledge contained within these assets.


Solution

The Media Exploitation solution for intelligence communities is based on the Jubilant ERM² Platform at the core, which ingests audiovisual content from a variety of sources processes the content for wide-scale distribution over secure networks.

The ERM² Platform indexes audiovisual content with a suite of best-of-breed, proven media processing and indexing systems, which includes Phonetic Indexing, Speech-to-Text, Video Key Frame Extraction, and Facial Detection and Summarization.

Finally, the ERM² publishes or exports the audiovisual content and associated metadata to a Search Engine. By doing so, the capabilities in the search engine can be applied to audiovisual content.
